Construction of the Leopard 2RI MBT Maintenance Facility in Pasuruan, East Java

PT Emico Mitra Samudera has officially broken ground on a dedicated maintenance workshop for the Leopard 2RI Main Battle Tank in Pasuruan, East Java, marking an important milestone in expanding Indonesia’s domestic defense maintenance capability.

The groundbreaking ceremony, held in Pasuruan, East Java, was attended by representatives of PT Emico Mitra Samudera, partner company PT Smart Anugerah, and personnel from Cavalry Battalion 8/NSW/2 (Kostrad, 2nd Infantry Division). The facility is one of the OEM-standard Leopard 2RI maintenance workshops purpose-built in Indonesia by a private defense maintenance company.

Key Program Facts

  • Location: Pasuruan, East Java, strategic for access to Kostrad units
  • Platform: Leopard 2RI (2A4), Indonesia’s primary Main Battle Tank
  • Partner: PT Smart Anugerah (facility development and construction)
  • Client Unit: Yonkav 8/NSW/2, Kostrad, 2nd Infantry Division
  • Standard: OEM-standard MRO with complete technical documentation

Strategic Importance for Indonesia’s Defense Readiness

The Leopard 2RI is the core of the Indonesian Army’s heavy armored capability, representing a significant investment in the modernization of Indonesia’s land forces. Until now, major maintenance for this platform required coordination with overseas facilities, a process that introduced significant lead times, logistical complexity, and operational risk during periods of high readiness demand.

Building a dedicated domestic workshop directly addresses this capability gap. By bringing OEM-standard MRO capacity onto Indonesian soil, EMICO and PT Smart Anugerah enable the Indonesian Army to maintain higher operational readiness for its Leopard 2RI fleet while reducing turnaround time from weeks to days for routine maintenance cycles.

“This facility represents our commitment to building Indonesia’s defense maintenance sovereignty, supporting our key land platforms so they can be maintained to applicable standards with reduced dependence on overseas support.”

Facility Specifications and Capabilities

The workshop is designed and built to full OEM specifications, incorporating the specialized tooling, lifting equipment, and diagnostic systems required for Leopard 2RI maintenance. The facility will be capable of handling scheduled maintenance across all major systems, powertrain, suspension, fire control systems, and the armored hull, as well as corrective repairs and component overhauls.

A technical documentation management system will be implemented to support the traceability of every maintenance action performed at the facility, meeting the Indonesian Army’s requirements for fleet asset life-cycle records. The facility will also support technical personnel training and certification programs to develop local expertise in heavy armored maintenance.

Program Timeline and Next Steps

Facility construction is underway following the groundbreaking, with initial operational capability targeted to align with the Indonesian Army’s 2026 maintenance schedule for Cavalry Battalion 8/NSW/2. EMICO and PT Smart Anugerah are working to an accelerated timeline so the workshop can be operational ahead of the Leopard 2RI fleet’s next major maintenance cycle.

Once it reaches full operational status, the facility will operate under a long-term MRO agreement with the Indonesian Army, providing scheduled maintenance, corrective repair, and spare parts management services, with quarterly readiness reporting to the Indonesian Army’s logistics command.
